WAIPUKURAU BOROUGH.

COUNCIL MEETING. LENGTHY ORDER PAPER. (Own Correspondent.) The monthly meeting of the Waipukurau Borough Council held last night was attended by His Worship the Mayor (Mr R. McLean), Councillors Wm. Hall, John Warren. J H. Hindman. G. E. Fowler and W. Johnstone. An apology for the absence of Cr. E. J. Turner was received

Correspondence was dealt with as under :—

The honorary secretary of the Girl Guides applied for permission to hold a produce stall in Ruat.viiwha street on 16th inst. —Left in the hands of Inspector Gardner The Waipawa Hospital Board asked for a reduction in the charge for water supplied to the Waipukurau Hospital. The account for six months had totalled £57 10s 6d and covered a consumption of over ons and a-half million gallons.—His Worship said he would not like to recommend a reduction, and moved that the application be declined. This was carried unanimously. G. H. Wood requested that the footpath in front of his shop receive attention.—The Mayor reported that in conjunction with Cr. Warren he had considered and given effect to the request, and on the motion of Cr. Hindman the action was endorsed Bell, Gully, McKenzie and O’Leary. Wellington, wrote stating that owing to the difficulty in obtaining the necessary consent from the. owners of land on the northern side of . *dford Terrace as to the road beiiiir exempted by the council from the provisions of The Public Works Act apropos its not being a chain wide, the Council pass a fresh resolution exempting part only of Bedford Terrace, viz., the northern nart fronting Lots 4 and 5. being the property of General William Bramwell Booth (Salvation Army), the only consent necessary being a condition as to setting back the building line 33 feet from the centre of the terrace.—On the motion of Cr. Fowler, it was resolved to advise the solicitors of the position and need for the consent of the six ratepayers concerned. three of whom had <riren their ennesent to the proposal. Z. A. Ellison complained of the state of the footpath in front of his residence in Farm ro»id, water from a storm-water drain backing in and covering the path to a depth of three or four inches. He asked that the remedial work of laying 9 Inch pipes he proceeded with immediately, ami the kirb of the path be, raised in front of his gate by three or four inches.

It was resolved to advise that the matter would receive caily attention. W. E. Mitchell drew attention to the condition of the road approaching his property in Russell street the coifncil having promised that it would be formed and metalled imodiately.—Cr Hall said that the road required a few loads of metal an 1 Cr. Warren agreed.—On the Mayor’s motion it was decided that the request receive attention accordingly. Mrs B. E, McConchie intimated that since writing previously in regard to sinders falling on her lucerne paddock matter had proved worse than at first thought—£lo was spent on the area, last year and the work would need to be done again this being a loss additional to losing the benefit for this year. She Considered that the council should meet half the expence.—On the motion of Cr. Herdman it was decided to pay for seen.

The Waipukurau County Council expressed agreement with the proposal to reconstruct the old groin in the Tuki Tuki River noting that it is for the relief of unemployed, and will therefore carry a Government subsidy. The overseer had been authorised to arrange for an expenditure of £5. —The Mayor stated that the work would cost about £3O, and the £5 granted by tho council would prove helpful.—Resolved that the council be thanked for same. Cr Fowler seconding the motion was carried. Waipukurau District High School Committee applied for a rebate or readjustment of the water rate account, on the score that the meter was not recording correctly as evidenced by the following figures:— Half-yearly readings for the past 2J yeais—s4,ooo, 46,000, 47,000, 75,000 and 145,000 gallons—the last 12 months' total showing that the supply had jumped up by 73,000 gallons. — the inspector was instructed to attend to the matter by supplying a reportApplication for the use of Russell Park for the 17th prox., was granted to the Combined Sports Bodies, who are holding a benefit gymkhana. A. Moore applied for permission to erect a temporary motor car shed on skids.—Granted. UNEMPLOYMENT xuiiiHEr. The Department of Labour forwarded a circular memorandum inquiring as to the number of men placed by the council since March Ist, specially for tho relief of the unemployed and whether it is proposed to commence any further special work for the purpose; if so the number of men expected to bo employed, and the approximate date of tue work being commenced. The Government subsidy would be payable up to 12s per day for married men and 9s per days for single 60 per cent of tho cost of any work to involve labour.

The Mayor said that there were 24 men in tho local unemployed list, an increase of late. Ho had deci Jed to get plans of the proposed construeof a path leading to the cemetery. This would cost between £6O and £7o a job involving labour almost ly, and with the exception of wheelbarrows. The removal of portion of a hill would be involved, he ;liad been in touch with the secretary of the Returned Soldiers’ Association as to co-operation, and the district engineer to the Public Works Department had expressed sympathy with the proposal. Crs Johnstone Fowler and Warren supported the’ scheme submitted.

On the proposition of Cr. Johnstone seconded by Cr Hirdman, tho Mayor’s action was endorsed.

Cr Hirdman pointed out the need tor advising those io whom men are sent that it is necessary for accepted insurance cover to be taken out.— This was agreed to. Crs Hirdman and Fowler urged tho claims of married men in the matter of preferential rates of pay. It was emphasised that those with family responsibilities deserved most consideration.

Cr Hirdman favoured the payment of 14s and 9s respectively, and Cr

Hall moved that 13s and 10s as the rates of pay. Ur Warren seconded. Cr Hirdman moved and Cr Fowler seconded, as an amendment, 14s and 10s be the respective rates. The amendment was lost, only the mover and seconder supporting same. The motion was carried. The work was left in the hands of the Inspector and Cr. Hadi. DENTAL CLINIC.

The Waipawa County Council advised that it could not see its way clear to make a donation towards the dental clinic which under present regulations, could serve but lew children from the county. A similar request from the Waipawa District High School Committee had also been declined.

The Waipukurau County Council stated that the application for assistance had received sympathetic consideration, but definite information was desired in regard to the number of children treated and the particular districts from which they came. The Patangata County Council also wrote asking that information be supplied as to the number of children from outlying being treated. The clerk stated that he had taken steps to provide the necessary information. The Mayor said that the Waipawa County Council should be supplied together with the two other bodies- The Lindsay Settlement came within the area served by the clinic. Cr. Fowler said that the various bodies interested should be represented on the Dental Clinic Committee and the status of the committee thus placed on a better footing. The Onga Onga and Taka pan children were served from the Waipukurau Ciinic. On the Mayor’s motion, seconded by Cr. Hall, it was decided that the information desired be supplied. After considerable discussion it was decided that the Finance Committee submit a proposal as to a basis of representation. GENERAL MATTERS. Cr War’ reported that the desired improves . to the path in front of Mr Hood s property had received consideration, and on his motion, seconded by Cr rowler the work was authorised. It was resolved that extra work be carried out as per schedule in accordance with Mr Silver’s plan and the contractor asked for a price as to the provision of tile drain and pipes. The Mayor commented on the favourable position of the river-bed. There had not been a case of notifiable disease for 12 months. Building progress had been very unsatisfactory. Tile drain pipes would be necessary at the site of the new reservoir, as a protective measure. There was need for strengthening the wall and floor to meet the formation conditions that had been encountered, partly of clay and partly rock. A motion proposed by Cr Johnstone and seconded by Cr Warren, that the Mayor’s action be endorsed as to work carried out at a cost of £l4 in connection with the water supply enlargement contract was carried. The Mayor expressed appreciation of the assistance rendered by C. Hall in connection with work carried out during the month. Accounts passed for payment totalled £3127 Bs‘9d this including the return of deposit paid by contractors, and amounts involved by way of interests on loans.

Cr Fowler raised the question of widening Porangahau road and pointed out that it could be dealt with on the Post Office side as allowance had been made by the postal authorities that would assist such a scheme of widening. The Mayor said the longer the work was delayed the greater the cost. He favoured approaching the Post and Telegraph Department ,and the Education Board as to the granting of the necessary land. He moved accordingly, advising that the proposal would be subject to council instituting a widening Rcheme.

Cr. Hall seconded the motion, which was carried. On the Mayor’s motion it was decided to call tenders to close on the 11th prox for the old Town Hall site.
