The question of installing “silent policemen’’ in the main streets of Upper Hutt engaged the attention of the Mayor and the councillors of the Upper Hutt Borough Council last night. During the discussion the town clerk read a letter from the Wellington city engineer in which that official said that the city 1 solicitor’s opinion was to the effect that should any person collide with these obstacles without negligence, the council laying them down would be liable for any accidents arising from such collision. For that reason, the Wellington City Council have never adopted this form of marking street intersections. Having listened to the letter the Upper Hutt councillors became thoughtful, and decided to hold the matter over. Mr YV. J. Rowe, manager of the Hastings branch of the Bank of New Zealand, has received notice of his promotion to the Nelson management. He will bo succeeded here by Mr Smith, of the Wairoa branch.
