Commissioners’ Report CONCLUSIONS NOT UNANIMOUS. THE POLICE EXONERATED. (By Cable—Press Association—Copyright.) (Received 30, 8.50 a.m.) Pekin, Dec. 29. The Diplomatic Corps has published summaries of tho reports of the Judici al Commissioners, together with that of the Diplomatic Commission, which visited Shanghai in Juno. The diplomats in a preliminary statement say that, as no Chinese witnesses came forward the judges were unable to collect full and sufficient evidence and could not arrive at a unanimous decision. Each submitted hia own de cision.

The summary of the American report attaches some blame to Mr Me Euen. The British and Japanese judges, on the contrary, do not attach blame to the police, stilting definitely that none of the police can be accused of negligence. Mr McEuen was not responsible for failing to anticipate the disturbance. Mr Everson’s order to lire was justifiable.—(Reuter).

A cable from Shanghai published on Thursday last stated: Tho Municipal Council is sending a letter to the senior Consul, saying: “Notwithstanding the fact that the majority of the judges on the commission of inquiry exonerate the police from blame, Messrs McEuen, Commissioner of Police, and Everson, inspector in charge of Lonza station, tendered their resignations. The Couu cil preferring, as always, to take action likely to promote a settlement of the questions at issue, decided to accept the resignations with an expression of appreciation of the meritorious services these officccrs’ rendered in th° past. “The Council further desires to re new its expressions of regret at the loss of life on May 30, and as a mark of sympathy with the wounded und relatives of those killed, enclosed a cheque for 70,000 dollars, which die Council asks you to transmit, to rhe Chinese Foreign Commissioner for distribution to those ronc'ernod as a compassionate grant.”
