The ‘‘Times’s” Riga correspondent says the Communist congress at Moscow passed a resolution approving of the Central Committee’s general activity. The oppositionists, including Zinovieff and Kameneff. rejected all appeals to preserve tradition by making the resolution unanimous. 65 voting against the resolution. The latter forbids all open discussion of present differences.—(“Times.”) SHORT WAY WITH STRIKERS. (Received 29. 9 a.m.) Petrograd, Dec. 28. The Soviet Government has a short wav with strikers. The Petrograd dockers struck for higher pay. but armed Red guards compelled them to for 75 hours continuously without pay.—(A. and N.Z.)
