Outbreak of Fighting PROTECTION OF FOREIGNERS. JAPANESE AID PROMISED. [By Cable -press Association—Copyright.) (Received 11, 11.50 a.m.) Pekin, Dec. JO. Fighting has broken out between Li Ching-fin’s troops and Kuo Alinchun’s forces in Yang-tsun. It is learned that the consular body in Alukden requested the Japanese consul-general to protect foreigners with Japanese troops if necessary, which the consul promised.—(Reuter.) JAPANESE INTERESTS. Tokio, Dec. 10. The Government party presented a resolution to the Premier, censuring the Government for failing to act to prevent the present developmnt in the Manchurian situation, and advising that steps be taken to protect Japanese interests. Tho Premier is expected to announce his own views shortly. War Office advices from Harbin report that Russian troops on the Chinese frontier are apparently being reinforced, though the reason is not certain.—(A. and N.Z.)
