Seeking Pastures New A DIFFICULT PROBLEM. CONFRONTING EMIGRATION CONFERENCE. v liy Cable—Prena Association-Copyright./ (Received 10, ,10.35 a.m.) Tokio, Sept. 9. The Imperial immigration conference was convened this afternoon for the first time. Mr Shidehara is president. The scope of the inquiry includes to what countries emigrants should be sent and the nature of control and assistance to be extended to emigrants and emigration societies. Mr Shidehara, in a speech declared that the emigration policy should not only attempt to solve the problem of surplus population, but should promote self-sufficiency in their home country regarding supplies of food and raw material. He urged that the policy should be so arranged that emigrants would be acceptable whereever sent. FISHERIES DISPUTE SETTLED It is officially stated at Tokio that the Russo-Japanese northern waters fisheries problem has been settled by a compromise.
