The circular concludes: “The present financial position show that the New Zealand Amateur Swimming Association lacked administrative ability. Losses have been made bn practically every visit due to badly-arranged itinerary. The council, it is stated, failed lamentably when it allowed the Government subsidy to he out down instead of organising a national swimmers’ protest and propaganda to demand reconsideration.”
