PALESTINE.
ARABS AND GOVERNMENT. A PROPOSAL REJECTED. London, October 12. The “Daily Express’s” Jerusalem correspondent says Sir Herbert Samuel explained to 26 Arab notables a scheme for an Arab agency, with the same rights as the Jewish agency. The Arabs unanimously rejected the proposal, declaring that whati they wanted wag constitutional government for Palestine. Sir Herbert L. Samuel was obviously disappointed, saying: “I am sorry.”—(A. and N.Z.)
