NEW HIGH COMMISSIONER. (Received 12. 9.30 a.m. Lundoon, September 11. Sir Henry Dobbs has been appointed High Commissioner in Irak in succession to Sir Percy Cox.—(Reuter.) Sir Henry Robert Conway Dobbs. K.U.S.P., K.C.1.E., C. 5.1., F.R.G.S., has been foreign Secretary to the Government of India since 1919. He entered th© Indian Civil Service in 1892 and became, in 1896. private secretary to the Lieut.-Governor of the NorthWest Provinces, which position he held till 1899. He travelled very extensively in Persia on several important Government missions, and was Resident and Consul-General of Turkish Arabia in 1914 He was also the chiei British representative at the IndoA.fghan conference at Mussoorie. held in 1920, and was head of the British mission to Kabul at the latter part of 1921. He is aged 52.
