SECOND BEADING PASSED. r. ■> London, Sept. 2S. the Dail Eireann carried the second readrng of the Constitution Hili bv V to 16. Mr. Duffy condemned the cunstnution as less wide than the treaty. He charged Ministers with lack of fnoraJ courage tn abandoning the original draft Mr. Cosgrave, replying, said Minister* had the moral courage to accept full responsibility for their acts, and sufficient courage to arrest 5000 or 6000 and would arrest an many more if necessary to secure the country from danger.—(A. and N.Z.)
