ALLIES MAKE CONCESSIONS

GERMANS WANT DEFINITE AMOUNTS. (Received 12, 10.35 a.m.) Spa, July 11. It is rumoured that the Allies are prepared to make considerable concessions in order to reach a settlement re reparations. M. Millerand's conciliatory declaration that the Allies are not anxious to insist on full literal rights, impressed the German delegation and created optimistic hopes of a settlement. It is understood Germany’s proposals which will be handed to the Allies tonight, will ask firstly, that specific annual payments be fixed ; secondly that the total indemnity will be definitely fixed; thirdly, that Germany will be allowed to pay with coal and materials for reconstruction of devastated areas; fourthly, that arrangements w-ill be made whereby Germany’s creditors shall be paid proportionally to the annual progress of improvements in Germany.—A. and NLZ. The confefence decided to place the transports arrangements at Dantzjg under the joint commision of the Poles and representatives of the free city of Dantzig.
