Crowds iu Berlin, headed by bands, welcomed two hundred naval men from Scapa Flow. Germany is endeavouring to arrange loans in the bcaudinavian States, South America, Spain and Switzerland on similar terms to the Dutch loan. One hundred and eighty-eight Communists, including a number of Russians and leaders of the revolutionary agitation, have been arrested for participation in a meeting in Berlin. The U.S. State Department is informed that brigands killed three American relief workers near Elmaill, in Syria, on February Ist. The London “Times’ ” Washington correspondent says it is understood that Mr. Payne, chairman of the United States Shipping Board, informed Dr. Wilson that the United States passenger steamers arc unable to compete with foreign vessels serving alcoholic beverages. The International Union of Railwaymen is supporting the London Electric Railways Bill to revise fares to meet increased charges. Other tr”de unions are opposing the bill. The Commonwealth office in London has arranged a representative exhibit of Australian products at the Lyons Fair, opening in March.
