POLANDS FATE. rKEUTER’S TELEGRAMS.! (Received 6, 9.10 a.m.) Amsterdam, Nov. 5. The Governor-General of Warsaw has issued a proclamation that the Austro - German Emperors have agreed to establish an independent Poland with a hereditary monarchy and the constitution of a national army. The frontiers will be defined later.
