Lord Derby, (Under-Secretary for War), in a statement on the Mesopotamian- situation in the House of Lords, said the conditions had improved under War Office _ control. Basra was now a hive of industry, combining American hustle with British tenacity. There was a satisfactory supply of barges. The greatest difficulty was labour. It was hoped to overcome this by introducing a labour corps from India. Fresh meat was abundant and the troops had full rations. The transport and flying corps had been considerably reinforced. The hospital arrangements were being reformed. Formerly 2739 soldiers were in hospital weekly; now the average was 1705. The deaths were formerly 108 weekly ; now only 39. He looked to the future confidently. They had an assured mastery of the*air. RUSSIAN OPERATIONS IN PERSIA. [AUSTRALIAN AND N.Z. CABLE ABBN.] Petrograd, Nov. 1. A Russian communique states: In the direction of Hamadan we captured two villages.
