HASTINGS BOROUGH COUNCIL.

The Hastings Borough Council met, last evening. Present: — His Worship the Mayor (Mr. AV. Hart), C'rs. White, Styles, King, Adams, Donovan, Cook, Kilford, Clapbam and Martell.

Cr. Adams introduced a deputation from the Hastings District High School (Messrs A. C. Johnstone and A. Leipst), regarding the high pressure supply of water to the school. The deputation asked for a reduced water rate, which, f hey pointed out was for the benefit of the children, and for sanitation. Mr. Johnstone said the Committee had very little money to come and go upon. They received more consideration from local bodies than from the Government.

Mr. Leipst said the money they received from the Board did not in any way meet the expenses of the school. He trusted the Council would see their way clear to granta reduction in the water.

The Mayor pointed out that _it was not a question of considering one school alone, the other schools would also have to be considered. The school for years past had never received sufficient funds from the Board. Cr. Styles considered it was the duty of the Board to pay for the supply, and this fact should be pointed out to them. It was not the Council’s duty to keep a Government institution.

Cr. Clapham said the school needed the water very badly, and he hoped the matter would not be held up.

Cr. King: It's a pretty rotten state of affairs anyway. The Board should pay for the water. The question was eventually referred to No. 1 Committee. CORRESPONDENCE. Mr. John Collinge applied for permission to lay out a new street through and ’subdividing ten acres of section 21, Karamu road, and referring to the Council's decision not to permit blind streets to be laid out in future and pointing out that he was granted permission for the laying of the sewer from Caroline road to Karamu road on the understanding that he would when ready he permitted to lay out this section in accordance with the present subdivisional plan.-—Referred to Xo 1 Committee.

The Railway Department forwarded by direction of the Minister of Railways a copy of a circular issued to various Local Bodies in the Dominion in connection with the proposal of warning notice boards at public level crossings. The purport of the Circular is that- the Department will provide and erect in suitable positions, notice boards warning the public of the close proximity of level railway crossings. The Local Authority to subsequently be responsible for the maintenance of such notice boards.—Received, and to ask them to establish automatic alarms.

The Hawke’s Bay County Council stated that as the H.B. County is too far away to be rightfully cited a contributing party it prefers not to take part in the aking of any ally re Manawatu Gorge enquiry.— Received. The Havelock North Town Board stated that the voltage is still most irregular and unsatisfactory. The Board will however be willing to let the matter rest until the next meeting to see if better results can not be obtained in the meantime. — Received.

Mr. A. Garnett asked for permission to sketch and submit designs of suitable furniture for the various offices and chambers in the Municipal Buildings and intimating that he would be pleased to meet the Building committee and the Engineer to get an idea of the Council’s requirements re the furnishings.— Referred to the Building committee. Hawke's Education Board advised that the Board has authorised the alterations to the District High School drainage as recommended by the Sanitary Inspector and asking that Mr. Fawcett should supply some details of the improvements recommended. — The Inspector was instructed to adhere to his original plans. The Minister of Internal Affairs forwarded for the information of the Council a copy of the Cinematograph Film Censorship Act, 1916, together with the regulations made thereunder, and asking the co-oper-ation of the Council in connection therewith in regard to the exhibition on hoardings or in vestibules of theatres or other places of objectionable posters and intimating that he is advised that section 344 (a) and (o) of The Municipal Corporations Act, 1908. gives sufficient power to Municipalaties to deal with the matter. —Letter to be handed to the Inspector. No. 1 Committee made the following recommendations (I) That the Department be requested to assign the respective names to the following streets: Clive street (there is already another Clive street in the Borough) that this street be called Jellicoe , street : Lucknow street, that this be called Beatty street : Cawnpore street, that this be called Hood street. (2) That the names already decided upon in the list on the 14th September stand as they are with the exception of Market street and that the name of this still remain Market street ; that the name Sylvan road be discontinuea and the name Birdwood street substituted therefor.—The report was adopted. GENERAL. The Building Committee’s recommendation that Messrs Stanley Bros’ tender to extend the . hot water service to the Assembly hall for the sum of £251, was adopted : the work to be proceeded with at once.

AA’itn regard to the delay in the completion of the Municipal Buildings, the architect notified the committee that he had written the contractors, calling upon them to have the building completed by December 21st.

General, library and special rates were struck amounting to 2 5-6 of a penny in the £. Crs. Clapham, Adams and White submitted their report re the application by the Cricket Association for the use of Cornwall Park cricket pitches for the boys. After hearing the views of the committee, it was agreed to let the boys have the use of the pitches at a rental of 10/- per week, during the continuance of the war.
