AN UNPOPULAR CENSUS. [“ THE TIMES-”] (Received 24, 9.10 a.m.) New York, Oct. 23. A Berlin correspondent states that there is great indignation about the Reichstag committee’s motion that a census be taken of the men providing the necessities of life in Germany. The measure was adopted against the. advice of Government representatives, who consider pro minent citizens thus serving, will regard the census as an insult.
