HASTINGS BOROUGH COUNCIL.

The Hastings Borough Council met last evening. -Present: —C'rs. T. Styles, Deputy-Mayor (in the chair), ~W. "White, W. Adams, F. Cook. F. King, T. Donovan, W. T. Kilford and Clapham. The Mayor (Mr. AV. Hart) was granted leave of absence. CORRESPONDENCE. The Plumbers’ Board called attention to non-registration of several plumbers, and requesting that the local plumber affected be advised he is not authorised to carry out work until he pays the prescribed fee for the current year’s registration.— The Inspector reported the plumber concerned had promised to comply with the regulations and a reply had been sent by Council to the Board to this effect. A letter was received from the Hon. Dr. McNab advising that the clause in reference to the validating of purchase of Beatson’s Park was in the Reserves, etc., Washing-Up Bill. —Received. The State Advances Office wrote acknowledging receipt of application for Government consent to loans and asking for further information. —Already supplied. The Valuer-General forwarded advices Nos. 1 to 3 of alterations and amendments in the new roll. —Received. The Bank of New Zealand wrote acknowledging receipt of copy of relilution dealing with the accrued nking fund for the current year.— Received. : The Women’s National Reserve wrote asking that no charge be made for the electric light used at their euchre party and dance held in the Drill Hall on the 2nd inst., the proceeds of which was given to the firing line parcel fund. —Granted. i The Atlas Assurance Co. wrote ! stating that an interim policy had ■ been taken out by the builders cov- • ering the Council to the extent of , £7OOO in connection with the erecItion of the Municipal buildings.— ; Received. i The Hawke’s Bay Hospital and i Charitable Aid Board wrote notify- ' ing recent infectious cases reported . from Hastings district. —Received.. Richardson, McCabe and Co., i wrote making certain . suggestions with reference to a certificate being furnished with regard to the urgency of an early delivery of the plant being made "in connection with the Diesel engine contract.—A letter forwarded stating suggestions have been adopted. I Rochfort. Son and Thompson ' wrote stating the’y were communi- , eating with their client on the matter of the Council’s’ letter of the i July 29th in reference to Air. Man- ! son’s subdivision. —Received. j The Department of Lands aild Survey wrote advising that some 33 acres'll perches at Clive Grange i have now been permanently reserved for public recreation by. warrant published in the “New Zealand Ga- , zelte” on July 20th, and that steps ‘ are now being taken to place the area under part 2 of “The Public Reserves and Domains Act.” He, further stated that it had been suggested by the Under-Secretary of i Lands that this area should be placed under the control of the Hastings Borough Council and that this domain should be called the “Clive Grange Domain.”—Referred to No 1 1 Committee to report on at next ' meeting. _ • ENGINEER’S REPORT. j The Engineer (Mr S. B. Dodge) reported on various works presented and made the following recommendations :• — ,

; Queen’s Square. —The. paths in this square 'require entirely renewing, having no proper grade for get- ■ ting surface water away and being ■ badly broken up. The only effecj five way of dealing with these paths j is to entirely relay them with 1 i ! inches of mixed asphalt. The cost i of this would he £l3O. The main gates require new posts of a heavier type, provision being made, for the light to be erected at this point. The cost of making and erecting these uosts is £lO. Another matter requiring attention is the Rotunda. ; The gutterings and down pipes re-; quire cleaning out and in order to ’ do this the down pipes will have to be opened up. The whole of the Rotunda badly requires painting. The cosq of the work amounting to £2l. : —The report was adopted and re- ■ commendations agreed to. , ELECTRICAL ENGINEER’S j REPORT. The Electrical Engineer (Mr. H. J. M. Rogers) reported as follows : — The number of units generated for ! different purposes was 90,150. < Motor generator. —The motor gen- : erator arrived on Monday, July 31st, and I installed it'on Tuesday. It is giving every satisfaction and is very economical in current consumption the operator in the Bio-Box can now get any pressure or quantity of current he desires for the ■ best effects. f . i Cables strained, etc. —A considerable nutaber of cables have been strained up and some service wires raised to clear new telephone lines during the month. During the gale on Thursday last a street lighting wire was crossed with one other, this was put right within an hour, i I Re sheep electrocuted. —With reI gard to 24 sheep being electrocuted 1 in Havelock, this was on the Town Board’s side of the Transformer and did not affect our supply. The report was adopted. = NO. 2 COMMITTEE. Recommendations by this committee were adopted as follows: — (1). That a machine estimated to cost ■ from £l7 to £lB be installed to en- ! able sand to be obtained at the Joll road quarry. (2). That the path in Charles street be dealt with similar to Southampton street. (3). That instead of whole of footpath 20 feet wide on each side of the road being tarred, that 10 feet be tarred and 10 feet be laid down in grass and the 26 feet of the road be metalled for the full width between the water channels. Mr. Williams to! be notified. (4). That consideration j of King and Brown’s application for | use of right-of-way he deferred. I PICTURE COMMITTEE. ’ ! This committee recommended that an electric sign be purchased and ■ erected at the Municipal Theatre. — i ! Agreed to. * | CARETAKER OF RESERVES j I The caretaker of reserves reported as follows :— i j Cornwall Park.—Twelve creepers i required to be planted round the new lavatories. !

Queen’s Square.—Notice boards required painting and reprinting. Horses are getting into the. square on aiviicnt of gates not closing. A suggest ioa was made that the beds ( be dug. as there is no use using the horse cultivator on them. Theatre. —The pot plants require two dozen sauces and the tubs require six trays. Beatson’s Park.—Twenty-six Law. soniana trees are required to replace those that failed last season. The report was adopted. GENERAL. Accounts amounting to £4348 13/11 were passed for payment. Cr. Adams moved: “That tenders be immediately called for carting from 75 to 100 yards of the screened metal Ivincr at th? Pridn"“ P’b m.n--ry, to be delivered on the Borough roads within a radius of say half a mue of tne Bost uiuce comer anu that a portion of such streets as may be decided on receive a dressing of this metal. The motion was seconded by Cr. Cook and carried. It was decided that the Havelock Town Board be requested to remove two trees from road, as they were a menace to the wires overhead. Cr. Clapham drew attention to the bad state of road leading from Agnew street to GascojTie road and suggested it should be formed and metalled. He also presented a petition on the matter. —The Inspector to report. Cr. Cook moved and Cr. King seconded, “that ten acres suitable for a quarry be acquired.—Carried. Cr. Kilford referred to the danger which existed from a tree which stood near the Trinton school, and it was decided that the owner be notified to have it removed. Cr. Clapham said the by-laws dealt with the question of deposit for books at the library, which clearly, stated a deposit was not necessary. He therefore deferred giving notice of motion on the matter till the matter had been gone thoroughly into. On the suggestion of Cr. White, the Inspector was instructed to attend to the lower end of Jervois street, which was in a bad state owing to trees on each side. Cr Clapham asked if the ventilators at the District High School was in good order, and the matter was referred to the Inspector.
