COTTON AS CONTRABAND (Received’ Ift, 8.45 a.m.) Paris, 1 March 18. “Le Matin” says Sir William Ramsa.y informed M. Millerand that it would be greatly to France’s interest to treat cotton as contraband, ultimately forcing the Germans to resort to ordinary gunpowder, which did not suit modern guns.
