BOMBS AT KIAO-CHAU. Tokio, Sept. 21. The' Japanese are employing waterplanes to drop bombs into Kiao-chau. The machines subsequently return in the warships. Home forts ate bomb-proof. The garrison is granted one day in three for liberty in the town. Thy reservists are living in deserted private residences.
The shops and restaurants have reopened. and rhe music lialb' and picture palaces arc open night'y.
