TO THE EDITOR. Sir. —I was witness yesterday afternoon to an ;ut of cruelty to a poor injured hors;-. It was attached by a rope round its head only - across its mouth and close behind its ears - to a loaded waggon at the rear of a traction •uiuinc train which included two long trucks.
