Mr. Malcolm (Unionist) has given notice for Wednesday of an amendment to the Address-in-Reply, that all effective debate on the veio is seriously hampered by the obscure and conflicting, declarations of Ministers relating to Home Rule, which is openly avowed as one of the main reasons for altering the constitution. WOMAN’S FRANCHISE. Sir G. Kemp (Liberal) has secured first place among the private bills for one conferring the franchise on women exclusively on the householder qualification. LORD GLADSTONE’S PREROGATIVE. Mr. L. Harcourt, Secretary of State for the Colonies, replying to several questions, said that he would never think of commenting on Lord Gladstone’s exercise of the prerogative. The “ Cape Times ’’ declares that there was no foundation in law or common sense tor such a doct rine. Mr. Harcourt had lost an opportunity for the needful reassurance of the public.
