HAWKE'S BAY COUNTY COUNCIL.

MONDAY, APRIL 11. Present: Mr R. D. D. M'Lean (Chairman), and Crs W. Kinross White, T. M. Chambers, G. A. Macdonald, 8. Bennett, C. Ellison, T. Crosse, and W. Shrimpton. PETITION. Cr White presented a petition asking that the metalling of the Napier-Pohui-road be completed before the winter set in.—Overseer to report. CORRESPONDENCE. The Treasury notified that the loan for the Waimarama bridge, amounting to £3275 19s 4d, including expenses, had been inscribed in the Treasury, and that the interest payable thereon would be 4£ per cent. The Treasury forwarded £9B, balance due on Eichmond-road work.—Received. The District Health Officer wrote suggesting the passing of by-law making it necessary for any person undertaking drainage works to obtain a permit from the council as a board of health.—Referred to a sub-committee, consisting of the Chairman and Cr White, to report. The following levies were notified by the Charitable Aid Board: Charitable aid, £527 15s 6d; hospital, £791 13s 4d.—Payment authorised. H. Lockie wrote drawing attention to the state of the road running past the quarry at Creenmeadows.—The Chairman said the overseer was attending to the matter. The Taradale Town Board asked that their impounder bq authorised to impound off the county roads within the town district boundaries.—Granted.

T- Hanilyn, through his solicitor (Mr Cresswell), complained of cattle grazing on the road adjoining his property on Park and Norton-roads, near Hastings. —Ranger to take steps to abate the nuisance on the roads within his jurisdiction.

On the application of G. Ebbett it was resolved on the motion of the Chairman, that section 2of the Public Works Act, 1903, shall not apply to the land shown on the plan of lot 2, of Petane No. 3, the council being satisfied that the said land is not intended to be used as a site for a dwelling-house. The section of the Act referred to provides for a frontage to a road 66ft wide.

OVERSEER’S REPORT. The overseer (Mr J, Orr) reported as follows Meanee Riding.—Metal repairs Na-pier-Taradale-road, also cleaning of drains, are in progress. Metalling required on Park-road has been completed. Estimated cost of metalling 21£ chains at Greenmeadows £24; metalling 35 chains near Brookfield-road £SO. The storm-water on the 9th damaged the approach to the bridge near Brookfieldroad, and also approach to bank; repairs in progress.

Petane Riding.—Widening of portion of road between Petane and river crossing in progress. Erection of additional recesses on Port, Ahnriri bridge nearly completed. Clive Riding.—Cleaning of drains in progress. Filling in washouts on CliveTukituki Station-road in progress. Estimated cost of redecking Tukituki bridge £4lO. Widening approaches to Karamu bridge commenced. The filling-in recently done at washout near eastern end of Clive Grange bridge has been partly carried away. Puketapu Riding.—Metal repairs will be commenced at once. Men have been engaged surfacing during the month. Several slips have occurred on the Wai-puna-road. Havelock Riding.—Work has been commenced on Te Mata-Havelock-road metalling contract. Necessary surface work attended to.

Okawa Riding.—Bridge near Tomoana, the Onepu-road formation, new cutting Taheke-road, have been completed. New cutting on Ruakawa-road is in progress. Te Ante-road, metalling will be commenced at an early date. The decayed timber on the western side of the bridge at Mangataratara should he replaced . Maraekakaho Riding.—Men have been engaged cleaning water-tables and surfacing during the month. , Erewhon Riding.—Formation on road at Moawhanga, 78 chains, has been completed. Ordinary surfacing repairs attended to.

Bridges.—With regard to the number and length of bridges in the county, there are 90 of 20ft and upwards, the total length being two miles eleven chains.

The following estimates for the year 1904,5 were submitted, considered, and adopted:— Receipts.—Publicans’ licenses £220, hawkers’ licenses £5 ss, traction engine licenses £24, rates, April Ist to March 31st, 1905, £12,300, outstanding rates £435 6s sd, Government subsidy {6s in the £ on rates) £2500, dog tax £Bl, licensing expenses £3O, reserve rent £5 16s, interest on loan £713 11s, overdraft £942 0s Cd; total, £17.256 19s Id. MISCELLANEOUS.

On the motion of Cr Kilb.on Ihe overseer was instructed tu (ill up some large holes on the road I'kjm; the Tukituki bridge to Clive Grange, a subcommittee being appoint: ; • itb p-. to act.

Tenders were ordered »r. be called for metalling on the Okawa-Mangawhare-road. in continuance of the system of metalling a portion of the road every year.

It was decided on the motion of Cr Shrimpton to attend to necessary work on the Okawa-Matapiro-road.

Notice was ordered to be sent to J. Flanders of the council’s intention to take land for a public road through his property near Mangateretere. Cr Chambers said the pipe of the artesian well at Havelock had been broken, and there was now no water for the drinking trough on the public road. —Person responsible for damage to be asked to repair the pipe. Accounts amounting to £2237 Os 3d Were passed for payment.

On the motion of Mr Chambers it was resolved, “That the old road over the Tukituki river on the boundary of the Clive and Havelock ridings be closed and sold, and that the present road be taken as the public road from the Tukituki bridge over the top of the hill, or that an exchange be effected for any road found to be more suitable. It was decided on the Chairman’s suggestion to ask the police to assist in enforcing the county by-law with regard to cyclists riding without lights. The Chairman mentioned in connection with the question of a site for an isolation hospital, he found that by the Act o! last year the whole cost and control of such an institution lay with the Hospital and Charitable Aid Board. The council had, therefore, no direct liability in the matter. The board would include the necessary amount in their annual levy, and all the local bodies in the district would thus be required to pay their fair share. The Chairman gave notice, that he would move for an amendment in the by-law with a view to better regulating the traction-engine traffic. The council then adjourned,
