A TURKO-BULGARIAN AGREEMENT. LONDON, April 10. The Turko-Bulgarian agreement has been signed at Constantinople. It provides for an amnesty of Bulgarians compromised by recent risings, excepting those who participated in dynamite outrages. Bulgaria undertakes to prevent the formation of revolutionary bands and the smuggling of ammunition.
