Lieutenant - Colonel Arthur Lee, Civil Lord of the Admiralty, speaking at Gosport, denied that Great Britain was moving too fast in the matter of submarines. France, he said, had 60 of these vessels, and Russia had 34. Whatever developments occurred, whether dangerous or not, Great Britain must keep ahead, for her national existence depended on her naval effciency.
