London, February 23. A leading German newspaper publisher an article supposed to be inspired by the Kaiser, employing his comparative table of the British and German navies. The article is designed to impress Germans with the futility of abusing England with clenched fists while she is ao vastly superior in naval strength.
The commission appointed by tbo Lords of the Admiralty recommend the construction of a defensive harbor on the eastern side of Gibraltar at a cost of .£6,500,000.
