COAL STRIKES.
London, Ootober 10. Mr Mitchell, the miners' representative in the Pennsylvauian strike negotiations, declares that tha people of America have the next word in the dispute. The aide they condemn must yield, and he believes they will decide in favor of the miners. Mr Mitchell informed President Eooievelt that the responsibility for the continuance of the strike rests with the mine-owners in refusing to submit the dispute to arbitration. He emphasised the absence of a law by which the findings proffered by th« commission esuld ba e&forcod. The mine-owners deel->rj that they will reeist ilr Mitchell's demands to the bitter | end. I
