SPEECH BY ME BRODRICK. Eecehsd Octobir 12, iS3 p.m. London, October 11. Speaking at Whitehaven in defence o! his own department, Mr Brodrick declared that the army corps system was now the badrock of the army syßtem. Tio Government wore giving the army such a proper organisation for war that when a change of Ministry cams it wonld never be possible to change it. They were also cheapening the life of officers, and especially that of those in cavalry regiments. This meant the opening of the door to thoie who were eligible and not poizessed of large means. ]
