SPEECH BY ME CHAMBERLAIN. Beoeived October 10,10,40 p,m. London, October 10. Mr Chamberlain, in a speech lasting an hour, addressed 105 chiefs of the Liberal-Unionist party at Birmingham. He itcongly defended tha Education Bill, subject to reaeonabie amendments, and warned his hearers that the Government would uot survive tha tremendous loss of prestige that would follow the withdrawal of tho bill, and of the risk of the destinies of tha Empire resting with the Radicate and Little Englanders, who would be dependant on the Irish Catholic veto.
A final consultation in confarenoo on vital points showed that minorities, varying from four to sixtoen, wore a fringe against tho bill. Tho vast majoriy were in favor of it with modifications, including tho popular control of all secular education.
