The Times' Peking correspondent Btates that one of ttie Chinese members of the Tsung-li-Tamen has retired. Four reactionary Manchu members appointed as president Prince Chung, superseded by Prince Tumi, the Crown Prince's father, a powerful supporter of the Boxers. The Times, commenting, says that the Empress is insolently staking everything on the anti-foreign policy. Chung was the only moderate member of the Tsung-li-Yamen experienced in foreign affairs. He adds that there is unanimity of opinion that the Powers must bend or break the Empress. Intervention would undoubtedly receive the support of the Chinese proper.
