There are no troops north of Ladysmith and Gleneoe. ' ■ Forty-five thousand refugees in Natal and the Cape are in great distress. It is proposed to appeal to the Empire for assistance. Mr Cecil Rhodes has contributed £500 . . . Cape Town, October 11. The Cape Municipality has voted £1000 to relieve pressing wants.
