The circumstantial story of a letter from Dreyfus to the German Emperor, industriously circulated by supporters of the military party, is now definitely exposed as a fabrication. M. Delcasse", Minister of Foreign Affairs, whoso position enables him to speak with a knowledge of the facts, says that the story is without the slightest foundation. Speaking on the subject in the Chamber of Deputies the Minister was very pronounced in his exposure of tho falsehood. He said that there was not in existence, and that thero never had been, any letter, forged or genuine, purporting to be written by Dreyfus to the Emperor or by the Emperor to Dreyfus. • As a result of the Court of Cassation confronting several generals and exMinisters, the evidence given has re- ! suited in the discovery that there was ; persistent and widespread treachery to • France in 1894, the year in which Dreyfus was alleged to have sold military secrets to Germany.
