HAWKE'S BAY EDUCATION BOARD.

Tuesday, January 17. Present — Rev. Dr. Sidey (chairman), Messrs "W. F. Knight, C. A. Fitzßoy, J. Q. Gilherd. F. Sntron, P. AY. Williaina, T. Tanner, S. M'Lernon, and Dr. Moore. CORRESPONDENCE. The following correspondence was read and dealt with : — Gisborne, forwarding Miss Murray's resignation. — Accepted. Same, truant officer's report. — Received. Maharahara East, wanting teacher's room papered,— Receiving attention. Napier, covering letter from proprietors of Orange Hall, offering hall for sale to the Board.— Would be considered when occasion required. Napier, recommending that Miss Gilberd be appointed fifth assistant teacher in place of Miss Andrews, and that Miss Parkinson be appointed in Miss Gilberd's place at the main school.— The Chairman said that while he had nothing to say against the teachers in this instance, being unexceptional, the system that was cropping up, of making such appointments without advertising them, and not allowing the applicants' names to. pass before the selection committee, wa9 going to lead the Board into genuine disaster. To prevent abuse every name should come before the selection committee in the ordinary way. — Appointments approved, but resolution passed that in future applications for all positions above pupil teachers be advertised and come before the teachers' selection committee. Norsewood, forwarding Miss Webb's resignation, and asking by whom the application was made applying that the next examination be allowed to pass as a progress examination, as the committee knew nothing of it. — The letter came from the master to the inspector, and the Board had decided that the school must be examined in the ordinary way. — Copy of correspondence to be sent to the committee. Be porch, Mr Miller will report as to requirements when next he visits the place. Portland Island, reporting the mistress unwell. — Received. Ti-Tree Point (between Weber and Wainui) asking for an aided school. — Copy of conditions under which Board grants aided school to be sent to applicants, Waipawa, recommending that some white pine ceiling to be taken out of the school. Attended to. Wallingford, fencing required repairing, and conveniences required. — Latter request granted ; Mr Miller to report on fencing. MRS BARNETT'S CASE. The Napier committee forwarded Dr. de Lisle's certificate as to the illness of Mrs Barnetfc which had caused her absence from school. Leave of absence wag applied for for the mistress. The whole correspondence also bearing on the matter was read. — No reply had been received from the committee as to the Board's request that the committee be asked to .give the mistress three months' notice. — Mr Tanner moved that the letter be simply "received" which motion raised considerable discussion. — The Chairman inquired whether the Board was going to allow the committee to treat it with contempt ? — Mr Tanner : We can't sit upon them. — The Chairman : Are they going to sit upon you ? I don't think the motion is a proper one. It is an improper answer to submit to us. — Mr.Gilberd explained that if the letter from the committee recommending leave of absence had been before the Board at the proper time the suggestion of three months' notice would not have been made. — Eventually it was carried that the committee be asked to forward a reply to the previous letter of the Board. OMAHU SCHOOL. Mr Fitzßoy explained the action he had taken in ascertaining the position of the land at Omahn on which it was proposed to build a school, and on his motion it was resolved: — "That the Board send a surveyor to Omahu to define the boundaries of a piece of land, 14 acres in extent, to asoertain if the site selected for a school by Mr Fitzßoy and Mr Donnelly comes within that area; and further, that pending the erection of a school-house and teacher's residence, that a building which is now available at Omahu be used as a sohool-houee pro tern and a teacher advertised for." The Education Department forwarded building grant .£247 5, capitation allowance £2VMi 11s 3d. The Department also wrote that in some districts a large number of unauthorised books were in use, and asked what books the Board wanted inserting in the authorised list. — The Inspector had prepared a list, which is to be sent on to the Department, and teachers are .to be notified that only books named in this list are to be used. The report of the Teachers' Selection Committee was received, it being decided that the chairman be authorised to make the appointments as soon as the committee's recommendations are received. Mr Miller forwarded his report on the work done by ihe contractors at the various schools. ' It wag decided that the new scholarship regulations, reducing the age from 15 to 14, do not come into operation for twelve months, the old regulations holding good for this year. This was done at the requeat of several committees, who pointed out that hardship was inflicted through no notice having been given of the alteration. Vouchers amounting to J52281 9s 9d were passed for payment. . The Board then adjourned until Tuesday, 31st mat.
