A SUBMARINE VOLCANO.

The following account of the submarine disturbances In the New Hebrides has been given by Mr Arthur Crnnstadti, a resident of Tongoa, who was an eyewitness of the phenomena :— " On Tuesday afternoon, May 25ih, the people on Tongoa heard two dlotlnot report*, like the discharge of heavy gone, and codolnded that some ship ot war was engaged lo the neighborhood at gan' practice During the night peculiar noises and rumblings, like those preceding an earthquake, were heard, but no perceptible terrestiol disturbance wna felt. On Wednesday morning the population on the side of Tous-os facing the north and east were fonud In a great state of exoltement, and It was discovered that large volumes of black muddy water ' and stonea were being thrown up in the sea Id the neighborhood of Trevalla Island. Oa Saturday May 29th, the weather being fioe, I put off in a boat to view the dintutbanoe, and approached within three* quarters of a tulle ot it. The temperature ot the water was tested, but no difference was ionnd. Eruptions more or less heavy took place at intervals of eight, ten, and twelve minutes. There was an immense upheaval of muddy water to the height of from 10 to 30ft, with stones rising higher ; then a sheet of white vapor or steam 310 to 4ft in height lingering for a minute or so. The stones performed graoefnl carves towards the south-east, though the wind at tbab time was blowing from that quarter."

A cablegram dated May 15th, from Berlin to English papers, stated : — During the past week a definite understanding was perfected by which the Cabinets of Germany, France, and Runota will soon reaob tho solution of the Egypt and Transvaal questions, and this will be done systematically in an antl-Brltisb sense. As soon as the GiiDCO-Tnrklsh trouble 1b settled the subject will ba jointly taken up unless Great Britain in tha meanwhile precipitates matters, In which case eho will encounlor tbe united open hostility of tbe three Continental Powers. The nltlmate object of tbe agieement in to fores the evacuation of Egypt and the nullifio&tiod of the Pretoria conventlou of ISB6 and to put tho Transvaal npon a perfectly Independent basis. France, in tbe settlement of tho peace oondliions with Greece, will penitently side with Russia and Germany, la spite of the strong current of publio opinion to tho contrary,

The announcement that the Imperial Government deemed It necessary for the safety of the troops In India to again pat In force there a modified application ot the C D. Aote has, as mlpbt be expected, ! evoked considerable criticism. Prominent among the opponents le Lady Henry Somerset, and to her the Seoretary of State for India, Lord George Hamilton, sent a copy of the new law with a deeire for an expression of opinion from Lsdy Henry Somerset as the mouthpiece of a large and Influential section of opinion. In answer the lady boldly erlticlies the soheme, and suggests that the following "forward" ldeaß be incorporated In the new law :— l. A qnarter ol eaob cantonment should be reserved for snob women as are permitted to remain in camp; and all such women should be compelled to lemain in houses or rooms speolfioally reserved to each by a registered number. The admission of men to this quarter should be strictly supervised, 2. No woman shonld amain in this quarter nnlees periodically examined by properly qualified women dootoro. 3, No soldier snould be allowed to enter this quarter wlbbout baling undergone a like examination and having the same report. 4 A register should be kept recording the name of eaoh soldier entering the quarter, and number of the house to v, hloh be goes, and the date of such entry. 5. On any women found to bo diseased in thla qnarter, or on any soldier found to be suffering in like manner, oil snob persons thßt the registered visits show to have rendered tbemselveß liable to contagion should bo put in quarantine until snob time (ib their immunity oan be verified. 6. All consorting with women outsidetbis quarter should render the offender liable to severe penalcy. Lady Henry points out that this horrible scourge has brought npon thousands of innocent women in England a load of sniferlng, and there is a temptation to applaud any proposal that promises even a partial mitigation of the evil. Bat all efforts bltberlo have wrought deep infnßtloe on the women of India, who already bear alone the brunt of an iniquity wrought by two, A system aa stringent for men as for women would not only remove this Inequality as far as possible, but would institute a safeguard that may save the unborn from a devastating onrse.
