DELAYED CABLES.
London, January 17. Mr Asqnith approved the requests tot the amelioration of the factory Jawa' and the improvement) of the condition of the workers. He baa promised to persevere with the Employers' Liability Bill in the form in which it passed the House of Commons last session. Lord Braaeey, speaking at Glasgow, said the aspiration of the Datives of India for a larger share in their own government was legitimate. The time had almost arrived 'when it was desirable to discard the bugbear of Russian aggression.
