DELAYED CABLES.

London, January 14. The Financial Times asserts that the fall in Victorian Blocks is owing to the embarsaseed condition of the Ministry. The Standard states that a hint passed round the City that a large fall in the stocks was expected. Then is no reason clear why such a decline should take place, but the writer presumes tho market must be willing to lend an ear to the rumor.

It is reported that the Tarklsh Government is contemplating the appointment of military police in Armenia composed equally of Christiana and Moslems, a Moslem Governor to be appointed for three years and then a Chtietlau for a similar period. It is reported that the Sultan of Morocco, finding himself unable to retain his kingdom, has appealed to Great Britain to establish a protectorate over the country.

Paris, January 14. Owing to the refusal of the Chamber to vote M, fiichards" release the Socialist Deputies have issued a manifesto violently attacking the President and the Ministry. They accuse the Government of obtaining votes unlawfully. M. Rouet, a Socialist Deputy, was expelled from the Chamber /or asserting that honest voting was no longer possible.

St. Petersburg, January 14. Tho Russian Government is forming ceren mortar regiments for the purposo of firing heavy Bbrapnel shells by means ot very powerful explosives. The regiments will be stationed at Odessa, Kieff, St> Petersburg, Warsaw, and three other centres.
