ENGLAND.
(Received Novembor 21, 0.15 p.m.) London, November 20. The Tilbury dock laborers have resumed work pending a settlement of the dispute as to the rate of wages, The Earl Euston has commenced an action for libel against the North London Press for connecting his name with the scandal ot a revolting character which has recently attracted so much notice. Lord Harris has been appointed Governor of Bombay.
