WAIPAWA COUNTY COUNCIL.

Friday, ArniL 5. The Council met at 11 a.m. PresentMessrs Bridge (in the chair), Biabazon, Bibby, Ericksen, Harding, Hall, Herrick, Mackay, and Ross. CORRESPONDENCE. The following correspondence was read and dealt with :— From the Property Tax Commissioner, stating that the demand tor £219 7s 4d, being amount of rates on native lands and said to be due to the VV'aipawa County Council for the year ending 31st Mavch, 1889, could not be paid over until the Council formulate a scheme of expenditure in accordance with the Crown and Native Lands Bating Acts Repeal Act, 1889— Resolved "That the monoy due to tliu Waipawa County Council from the native lands rates be spent on the county roads which give access to the native blocks from which the said rates are ..derived, and fiat a wbeme prepared by ,

the overseer be forwarded with the resolution." From MY J. Panner, asking for a track to his section.— Decided that applicant would be relieved shortly by expenditure of deferred-payment thirds in his district. From Mr 0. Mathieson, asking that the Maliarahara Road Board be compelled to spend the £30 voted some time ago on the road for which it was granted.— Cr. Hall moved that the Hoard be ordered to expend the money on the road for which it was granted. — Seconded by Cr. Brabazon and carried. From the VVaipawa Town Board, asking for grant-in-aid for the clearing out of the drain through the bush. — Cr. Bibby to move in the matter at a future date. From the Clerk to the Kumeroa Road Board, asking for certain works to be put in hand.— Consideration of letter postponpd. From Mr R. Stone Florance, returning tlm papers in connection with the case Waipawa County Council v. Morrison for the recovery of rates.— The Chairman said il was now a [question as to wlio should pay the £13 costs. It was considered at the time that Mr Florance had been neglectful. — Cr. Herrick thought the easiest way out of the matter would bo to pay the money. He moved that the bill of costs be paid. -Seconded by Cr. Hall, and carried. From Mr D. Guy, thanking the Council for Uis return as Governor of the High Scheol. - Received. From the Woodville Road Board, asking for particulars of expenditure charged against the Board for the sum of £32 spent over and above the amount available for loan. — The clerk was instructed to supply particulars. A quantity of routine correspondence was laid on the table. ORDERING ON OVERSEER'S REPORT. Waipnkuran Riding.— That £3 of Mr Twohy's deposit money he forfeited, and that £7 be returned to him, Ruatantwha Riding.— Cr.JHall moved that the Crown Lands Commissioner be written to, enquiring what amount was available for expenditure on the roads (to be named by the Council) from accrued thirds and perpetual leases, and that he be asked to agree to the expenditure on the plan to be submitted by fhe ovprReer for a period of three years.— Carried. The overseer to carry out the work as money is available. I Norsewood Riding. — The mile posts between Takapau and Woodville were ordered to be reinstated.— The proposal for a new road from Makaretu to Norsewood was ordered to " stand down," MISCELLANEOUS. The Clerk said that something should be done for the recovery ot the money due from the Ormondville Town Board. — Cr. Herrick moved, seconded by Cr. Bridge) and it was carried, " That the clerk write to the Board and state that unless the money is paid before next meeting of Council the amount will be recovered by law." The pay-sheet was passed. It was decided that meetings should be held every two months in future instead of monthly aa at present. The Council resolved that rates outstanding are to be sued for, the chairman to press the matter, as the Council's banker was getting nervous at tho size of the overdraft. A new roll was ordered to be prepared. Cr. Herrick corrected a statement made last January to the effect that the Poraneahau Road Board held £700 of accrued thirds instead of spending it on the roads. He had made the statement on what he considered reliable authority, but it had turned out wronc. The Board had allowed £440 to accumulate in two years, but they had expended this just before he had spoken in the Council.
