(Received April 20, 12.45 p.m.) Adelaide, Friday. Tho Chief Secretary has addressed the electors and enunciated tho Government policy. He mentioned that it was intended to ask Parliament to sanction a half-million loau. A bill would be introduced imposing a poll-tax on Chinese in the Northern Territory, and making it retrospective. A bill would also bo introduced empowering the colony to join the Federal Council, to which the ChUese question would be submitted.
