(deceived August 17, 5.30 p.m.) Bkrlin, August 16. The Nord Deutsche Heitnng, in an article to-day regarding Prince Ferdinand, expresses its opinion that his manifesto to the people of Bulgaria can only bo regarded as an averment of independence involving a violation of the Treaty of Berlin, of which Germany much disapprove.
