London, Novomber 23. It is announced that the report that the French Government .are taking steps to largely increase then 1 armament is unfounded, mid that no such action is contemplated. November 24. Intelligence has lioen received that the Russian Government is exhibiting a desire to remove the strained feeling which lias existed for some time past between Russia and China, and to secure the friendship of the latter empire. It is also announced that the Russian officers at Vladisvostock have been ordered to do all in their power towards cultivating amicable relations with China, The Daily Telegraph states that there is no foundation for the report that Prince Ilohenlohe, German Ambassador at Paris, has warned M. de Froyciiiot that the proposal to increase the French armament .would be regarded by Germany as equivalent to a declaration of war. November 25. 3tf. Andrew, who was arrested in Sydney in. July last after a sensational chase, during which the accused attempted to mako his way out of the harbor in a yacht, has been tried on the charge upon which ho was arrested — that of embezzling a largo sum of money from a firm of solicitors in Norwich— and sentenced to ten years' imprisonment. November 28. A considerable amount of surprise has been occasioned in diplomatic circles by the official announcement that the Sultan of Turkey has conferred a high military honor decoration upon General Kaulbars, special Russian Ambassador in Bulgaria, who lias visited Constantinople whilst en route to St. Petersburg, for (lie purpose of reporting to the Czar upon the condition of affairs in the Balkan States. More than ordinary activity is being displayed by the dynamiters in America, with the immediate result that O'Donovan Uossa, the leader ot the movement, lias been deposed o\vii)g to the want of activity which he has latterly shown in the alfUirs affairs of the organisation. ' '
