ENGLAND.
(Beceived January 16, 1.25 a.m.) Londoji, January 15. , In its issue to-day the Daily Telegraph , announces that the English and German Governments have arrived at a definite '-"" understanding regarding Samoa, and have mutually agreed to abstain from annexing the island. At a conference of working men of 1 Great Britain now being held here the question of Imperial Federation waa | brought up for discussion, and resolutions were adopted declaring that the fiscal and ' political federation of the Mother Country and the colonies was necessary, and ' urging its adoption. Many of the ' speakers declared themselves strongly in favor of the abolition of the Colonial ' Office.
