London, February 22. The Canadian Parliament has roted 100,000 dollars (about „21,000) towards the Irish relief fund. The Russians are sending torpedo boats and war material to Port Olga Bay, abandoning Vladivostock. It is rumored that the Russians are arranging with Japan for a large ship yard at Nagasaki. As tho dispute between China and Japan is still unsettled, and as China talks of refusing to ratify tho Kuldga treaty, Japan may accept the proposal of Russia. The Irish Works Bill debate in the House of Commons derived its chief importance through the Irish members prolonging discussion to shelvo Mr Newdegato's motion to prevent obstruction. The Government is thus induced to replace Mr Newdegate's with a resolution of their own. It is believed that they are desirous of appealing to the country on tho " anti-obstruction" cry. [Reuter's Telegrams.] London, February 25. The New Zealand loan is quoted at 105. Adelaide wheat, 613 per 4961b5, ex warehouse. At the wool sales to-day 10,500 bales wore catalogued, with an active demand, and the likelihood of a furthor advance. The Brindisi mails por steamship Norfolk have boen delivered.
