TURKEY AND THE EAST.

As a favor to Russia the new Turkish Cabinet have called the Turkish troops from the ltoumelian frontier. Five thousand soldiers have been depatched from Constantinople for Epirns in consequence of the threatening attitude of Greece. Tho administration in Eastern ßoumelia is almost chaotic. The self-constituted semi-secret committees have often more power than the regularly-constituted authorities. The Duke of Wurtomberg, commandingthe army of occupation in Bosnia, has been requested to move his troops to quell the revolution which is spreading in Herzegovina. The Christians refuse to pay rent to their Mahommedan landlords in Herzegovina, and threaten to shoot them if they attempt to collect it. They obtain arms and ammunition from Montenegro. In a revolt at Nevesinge, Herzegovina, the Austrians lost 400 killed and wounded. The insurgents were entrenched among the mountains. The Jewish question in Roumania is nearly solved. The Jews who have served in the army will be naturalised in a body ; tho others must apply individually for naturalisation. There are grave apprehensions of serious disturbances during the coming winter in Constantinople, where robbery and murder are daily on the increase. Notwithstanding this the Sultan has ordered the disbandment of 90,000 troops. . The situation in Syria is alarming. The Arabs have joined the Khurds in opposing Mi dhat Pasha's reforms. Forty battalions of regulars have been sent to maintain ordex-. Mr Layard and M. Dufournier, tho British and French Ambassadors, have lodged protests against the Porte's policy of farming the Customs.
