~Mn MT'Caugijai,-, mcmiber for Riverton, lifts Introduced into the House a Bill entitled "An Act to amend tho Counties Act, 1876." Tliis {itl.e is s6mewhat misleading, as Ml v M'Gauglian hardly attempts to amend any of tke existing defects in the Couutics Act. All that his bill seeks to do is to empower County Councils to construct tramways, and to use and wort the same with steam, horse, or other power. Full powers Are given to lay tramways dn any road, whether a country road or not. The cost d.i iioiistructing any tramway is to do paid from Hie 6ouhty fllhds, and not from loans, so tllat the Act is not very likely to find much favor. County Councils also have the power to grant concessions to any private company formed to construct a tramway.
