Friday, October 31. The Council met at 2.30 p.m. NOTIOIBS OF MOTJON.. Colonel Brett notified his intention to ask the Government for the use of the Hinemoa for members of Parliament to visit the Christchurch agricultural show. Colonel Whitmore gave notice for a return of the accommodation in all the Lunatic Asylums in the colony on the 12th of October in each year, from 1876 to 1879 inclusive. LUNATIC ASYLUMS. The debate on the state of the Lunatic Asylums was resumed. Dr. Grace said that very few of the asylums had any extent of ground around them, and yet plenty of space was one of the chief agents in the cure of insanity. Dr. Pollen said that the state of the Lunatic Asylums throughont the colony was a disgrace to a Christian State. Several other members spoke on the question, all highly praising Dr. Skae for his ability and aptitude for his special work, but they deplored his lack of means to act with.

The motion was after a long debate carried, to the effect that the Government should immediately get properly qualified medical men as superintendents for the Dunedin, Christchurch, and Wellington Asylums, and should at once take into consideration Dr. Skae's reports recommending improvements in the several asylums, with the view of getting the votes passed this session. A large amount of unimportant business having been disposed of, the Council rose at a quarter past four.
