Sir,— Will you kindly allow me to sug- " gest to the Napier Harbor Board ,tha advisability of employing a diver to attach charges of dynamite to the bottom of the channel at the Spit, and v exploding them as the tide is runningoufc ; it would break ... the boulders in small pieces, and the tide" ' would then most likely be able to move them. I thinkit would be more effectual than employing a steamer with a rake, and need not be more expensive. ; If -the • dynamiting was persevered with it would ; :Ain a short time deepen the channel considerably.—l am, &c, J.
