HAWKE'S BAY COUNTS COUNCIL.

Monday, February 10. The Council met at 10.30 a.m. Present— The Chairman (F. Sutfcon, Esq.), Messrs Bennett, Kinross, Rymer, Tanner, Torr 3 and Williams. The minutes of the previous meeting •' were read and confirmed. ' ;'" CORRESPONDENCE. The outward and inward correspondence was read, the latter comprising the following: — From the honorary secretary to the Hawke's Bay Hospital, respecting aid from the county for the hospital building fund. , ; From Mr A. E. From the Colonial Treasury, respecting subsidies. »• From the Colonial Secretary's office (circular) respecting the extension of time to be granted by the Governor when there is a misadventure or accident preventing the doing of anything which by theJßating Act is required to be done within a fixed time. MR MCLEAN'S LETTER. Mr Williams thought that the bridge referred to by Mr Archibald M'Lean was not needed, and he suggested that the bridge be removed and the timber sold. , Mr Kinross did not think it would be advisable to remove the bridge, as though it might not be needed now, the creek might not always remain dry. It was decided, after some further discussion, that the matter be referred to the engineer. tareha's bridge toll. Mr Bennett moved, in reference to Mr Laird's letter, that the toll at Tareha's bridge be let for one month from the 28th of February. The motion was seconded by Mr Kymer and carried. , COUNTY ENGINEER'S REPORT. The following report from Mr Bold on county works for January was read :— Since the^ date of last report no new works of importance have been underThe Ngaruroro bridge contract is at length finished, the removal of the old bridge being now effected. The timber removed is being stacked and branded. The painting of the new bridge will be mushed in about ten days' time, when I would -recommend the men to be employed to pamt the bridge over the Tutaekuri, on the Taradale new road, , Tenders have been invited for the new bridge required, at Longlanda. i The reconstruction of the 50 feet bridge at | Paki Paki is recommended. The timber from the Ngaruroro bridge would be, to a large extent, suitable for this purpose. The sand drift near the tenth mile pest continues a source of trouble, the late storm having rendered nugatory all previous repairs Edward H. Bold. v ' County Engineer. . PAINTING BRIDGES. V' On the motion of Mr Bennett, it was \ ordered that Mr Bold be requested to report respecting the paint used for railway bridges. LONGLANDS BRIDGES. Tenders for the construction of the Longlands bridge were opened. There were two tenders— one from Mr John Orr and one from Mr Angus M'Kay, both of which were referred to the engineer.^ BRIDGE AT PAKI PAKI. On the motion of Mr Tanner, it was ordered that tenders be called for a new bridge at Paki Paki. SLAUGHTEBHOUSES. The report of the inspector of slaughterhouses was read, stating that they have all been properly conducted with tne following exceptions :— Richard Neagle refuses to keep his hides on the premises for 14 days ;, Rowland Hill has killed some bullocks at Cunningham and Martin's slaughter yards, but only because of the cattle being too wild to drive to the Government yarts; A. Pritchard refuses tasend to the inspector a weekly return of cattle slaughtered by him ; M. Baldwin has been slaughtering sheep without his being licensed. On the motion of Mr Bennett, it was resolved that notice be given to slaughterhouse keepers' that unless the provisions of the Act relating thereto are complied with, the licenses will be cancelled. HARBOR BOARD MEMBERS. Mr Bennett moved that Messrs Kinross .-. and Williams be elected members of the '* Harbor Board. The motion was seconded by Mr Tanner and carried. TOLL GATES. Mr Bennett moved that the toll gates be abolished from and after the 31at of March next. The motion was seconded by Mr Tanner and carried. SOLICITOR S OPINION. The Chairman read the opinion of the County Solicitor on the question of subsidies payable to road boards in the event of the county raising all the rates required by both the county and the road boards. FINANCE. A number of accounts having been passed for payment, the Chairman stated that the Council were now overdrawn at the bank in the sum of £530 2b Bd, and with the accounts just passed, the amount would be £750 14s 7d. There was, besides, a sum of about £300 to be paid onaccount of the Ngaruroro bridge, the claim for which had not yet been sent in. COUNCIL IN COMMITTEE. The Council then went into committee to consider Mr William's motion for declaring certain road in the county to be county roads, and Mr Sutton's amendment thereto. . ■««■ In the course of the discussion, Mr Tanner gave notice to move, at the proper time, "That all roads within the boundary of the Hawke's Bay County Council district be (with the consent the several road boards) county roads." Finally it was resolved, on the motion of Mr Bennett, seconded by Mr Tanner, " That the discussion be adjourned until next sitting day, and that a committee be formed, consisting of Messrs Sutton, Tanner, .Williams, and the mover, for the purpose of drawing up a statement of the revenues to be derived from subsidies from the different proposals of rating now before the Council, and that a copy be forwarded to each road board in the district for their opinion on the separate proposals, with a request that I a reply be sent before next meeting. It was decided that the select committee should meet next Thursday morning at 11 o'clock. The Council then resumed. COUNTY ENGINEER. The Chairman said the Council would have to consider what arrangements were to be made to supply the place of Mr Bold There was, however, a difficulty in arriving at a conclusion in the matter until the question as to making all the roads county roads was decided. Mr Bennett did not think the appointment of an engineer was a pressing matter. TOLL-GATES, HOUSES, ETC. Mr Bennett moved, " That the tollsates, the houses belonging thereto, and the weighbridges be sold by tender ; the tenders to close on the 31st of March next, and to be advertised for one month ' The motion was second by Mr Rymer and carried. NOTICES OF MOTION. Mr Tanner to move next sitting day, " That a certain drain within the boundaries of the Havelock Road Board district be declared a public drain." Also, " That tenders be called for the collection of the dog tax, including the tax on Maoris' dogs, for the current year." The Council adjourned until 10.30 a.m. on March 10th.
