TO THE RATEPAYERS OF THE j BOROUGH OF NAPIER. | p\ ENTLRMEN,— I have been requested \JT to stand for a seat on this Board, and I have consented, and. respectfully sol your support. Having been intimately connected with the Harbor for many years, and having always taken a deep interest in all that con corns its improvement, I shall, . if elected, continue to use my best exertions towards the future improvement of the Port of .Napier. Referring to the Harbor Works just completed, I may say that they have turned out exactly as I expected. It cannot be denied that a considerable improvement has resulted therefrom. The access to our pert is always much easier now than before the works commenced, but I regard them only as an improvement which is not at all complete. Within the last year I have seen the works at Oamaru, and shall, I hope, yet see similar works here. The success that has been achieved there is, I believe, quite within our reach, and we must, if we expect the trade of our port to increase, see that no opportunity is lost of securing, by permanent works such an improvement as the steady progress of this district shows to be absolutely necessary. Should you do me the honor of returning me, I shall do my best in supporting any practicable scheme that may be brought forward for making a good and proper Breakwater, as I consider the present works almost useless, and quite inadequate lor our requirements now, much less for an increase of shipping accommodation, which every well-wisher of .Napier so much desires to see. . ' Ail a well-known resident of this town, and a frequent importer of goods, I have a direct and lively interest in seeing our port attain a position of commercial importance. During my long residence in Napier I have always taken the deepest interest in all matters affecting the prosperity of the Port. When a proposition to erect a Breakwater was made to the present Board, I voted for it, and should the opportunity offer would again do so, thinking as I do that the future of Napier depends upon good accommodation for shipping being found such as will enable vessels to load and discharge their cargoes in safety alongside of some solid permanent work. Should you do me the honor of returning me, I shall endeavor to the best of my ability to further the | interests of the Port, and thereby conduce to the general prosperity of the Town. I have been a member of the present Board since its formation, and when the important question of harbor improvements was before the Board, I was in favor of the carrying out of a permanent breakwater. I still hold that unless we have a good harbor capable of accommodating vessels of any tonnage, so that our imports and exports may be oarried on cheaply and conveniently, we shall be laboring under many disadvantages in competing with other New Zealand ports. If elected, I shall give my attention and support to any feasible measure for the carrying out of a breakwater, believing that the ultimate success and prosperity of Hawke's Bay greatly depends on a good harbor. As you are aware, I have been a member of that body since its formation, and have given my best attention to the duties of the position. Having interested myself for so long in the improvement of the port, I am desirous of seeing to its termination a work with the initiation of which I was connected. Very much has been said and written about the apparent mistake that has been made in selecting out of two schemes the smaller one. 1 waß an advocate from the first for a breakwater, but finding that the Government would not sanction the borrowing of the necessary funds, I gave ray support to the scheme that was adopted on the principle that " half a loaf is better than no bread.''
