SPIT SCHOOL CONTRACT.

Sir, — Could you inform the public if the Education Board allows the contractors of Napier any interest for the detention of their cheques ? I tendered nineteen days ago for the school and house at the Spit, and I have been told that the tenders were accepted the same day they were called for, which leaves nineteen days for the board to make use of people's money. I think it isvery hard these bad times to have £10 locked up, and not be able to touch it. Who is to blame in this case 1 Is it the architect or the inspector ?
