NAPIER HARBOR BOARD. TO THE RATEPAYERS OF THli BOROUGH OF NAPIER. X ADIES AND GENTLEMEN.— As yon JLj will shortly be called upon to eleci Three M-mbers for the new Harbor Board, ] beg to offer myself as a candidate for election. During my long residence in Napier I have always taken the deepest interest in all matters affecting the prosperity of the Port. When a proposition to erect a Breakwater, was made to the present Board, I voted for it, and should the opportunity offer would again do so, thinking as I do that the future of Napier depends upon good accommodation for shipping being found such as will enable vessels to load and discharge their cargoes in safety alongside of some solid permanent work. Should you do me the honor of returning me, I shall endeavor to the best of my ability to further the interests of the Port, and thereby conduce to the general prosperity of the Town. I remain, Yours obediently, JOHN ALEXANDER SMITH. Napier, January 27, 1879. 671 NAPIER HARBOR BOARD. TO THE RATEPAYERS OF NAPIER. I BEG to offer myself as a Candidate at the forthcoming Election. My firm belief is, that unless we succeed in getting a Breakwater, Napier will retro • grade in the next five years, and become a Becond rate village. When the Government sanctioned the frittering away of £70,000 in harbor improvements (so called), but which have proved quite abortive, to my personal knowledge the money (estimated at a quarter of a million) was at their service in London, had they gone in for the larger scheme. lam, Your obedient servant, . . JNO. STUART. > Port Napier, 2Sth January, 1879. 573 NAPIER HARBOR BOARD. TO THE RATEPAYERS OF NAPIER. ft ENTLEMEN,— I beg to offer myself as \JT a Candidate for a seat in the new Habor Board. I have been a member of the present Board since its formation, and when the important question of harbor improvements was before the Board, I was in favor of the carrying out of a permanent breakwater. I still hold that unless we have a good harbor capable of accommodating vessels of any tonnage, so that our imports and exports may be carried on cheaply and conveniently, we shall be laboring under many disadvantages in competing with other New Zealand ports. If elected, I shall give my attention and support to any feasible measure for the carrying out of a breakwater, believing that the ultimate suocess and prosperity of Hawke's Bay greatly depends on a good harbor. ' ■ ' • . ' I am, yours respectfully, 3 H. C. ROBJOHNS. TO THE RATEPAYERS OF THE BOROUGH OF NAPIER. ■/H ENTLEMEN,— I beg to offer mvßelf as KJT a candidate for a seat at the new Harbor Board. As you are aware, I have been a member of that body since its formation, and have given my best attention to the duties of the position. Having interested myself for so long in the improvement of the port, I am desirous of seeing to its termination, a work with the initiation of which I was connected. Very much . has been said and written about the apparent mistake that has been made in selecting out of two achemes the smaller one. 1 was an advocate from the first for a breakwater, but finding that the Government would not sanction the borrowing of the necessary funds, I gave my support to the scheme that was adopted on tke principle that " half a loaf is better than no bread."
